Javier has been Head of Country Support Europe and Americas at ActionAid International since 2018. ActionAid is a global federation working for a world free from poverty and injustice.

He has 20 years of experience in leading humanitarian and development NGO programmes and advocacy across Europe, Africa and Latin America. His field experience is in food security and livelihoods, women rights, water and sanitation, health, and rural development. Javier is a Spanish national and holds a Master’s degree in Evaluation of Public Policies and Programs from the University Complutense of Madrid and a Bachelor’s degree in Economics from UNED University.

Javier was elected as a Board Member of CONCORD in June 2019 and currently is the Secretary of the Board.
